ARTICLE I: PURPOSE
The Green Bay Model Airplane Club, Inc., shall have as its purpose, the uniting of modelers in Green Bay and surrounding areas for promoting the building and flying of model aircraft, and for the dispensing of helpful information and technical assistance to all members, and whenever possible to non-members who show interest.
ARTICLE II: MEMBERSHIP
1) Types, requirements and privileges
A. Regular Membership, Individual
Requirements:
· Payment of annual dues
· Holding of an Academy of Model Aeronautics (AMA) license
Privileges: Full privileges, including the following:
· May vote and hold office
· Use of the club flying field
B. Regular Membership, Family
To include the head of the family, his or her spouse, and all members of the
family under the age of 18. The requirements and privileges are the same as
for Regular Membership, Individual, except there will be only one (1) vote per
family membership.
C. Honorary Membership
A regular membership which may be granted to any person on an annual basis who
contributes in a special way to the welfare of the club. Such membership shall
be granted by majority vote, and shall relieve the honorary member of the obligation
of paying club dues. Honorary members shall enjoy all the privileges of a Regular
Membership, but must hold an AMA license for use of the flying field.
2) Membership in the club may be attained by the prospective member contacting the Secretary-Treasurer of the club or by attending a meeting. Except for family memberships, applicants under 18 years of age will be admitted only after securing written consent of their parent or guardian on the application form provided.
ARTICLE III: CLUB DUES
1) Dues shall be established by the members, and shall cover the twelve month period between May 1 and April 30. Dues are payable by May 1, and membership privileges shall cease if not paid by May 30. New members who join after May 1 and prior to September 30, shall pay full dues. New members who join after September 30 and prior to May 1, shall pay dues on a twelve month pro-rated basis.
A. Regular Membership, Individual
Members age 18 and over shall pay dues as established by the club. Members under
age 18 shall pay one-half the above amount. The above is based on the age of
the members as of July 1 of the year for which the dues are paid.
B. Regular Membership, Family
Dues shall be one and one-half times the rate of Regular Membership, Individual,
age 18 and over.
2) Special Assessments
A special assessment can be imposed by the membership. All members shall be
notified in writing prior to the meeting in which the voting on the assessment
will take place. A two-thirds (2/3) majority vote of the members present at
the meeting is required. The fees for such assessment shall be in the same proportion
as the club dues.
ARTICLE IV: OFFICERS
1) The officers of the club shall consist of a president, vice-president, and a secretary-treasurer.
2) Nomination and election of officers shall be held during the last meeting in October, with the new officers assuming their duties at the first meeting in January. A special election may be held at any time to fill a vacancy.
3) Officers shall be elected for a term of one year.
4) Officers shall perform the duties prescribed by these bylaws, and shall assume such additional duties as may be prescribed by the members.
A. The president, or in his absence the vice-president, shall preside at all meetings of the club.
B. The vice-president shall perform the duties of the president or secretary-treasurer in the absence or inability of either.
C. The secretary-treasurer shall be responsible for the minutes of the club, and for maintenance of relations with the AMA. He shall keep a roster of all members and other interested parties. He shall collect, deposit, and disburse funds of the club as directed by the members, and shall render periodic financial reports. He shall preside over the meetings in the absence of the president and vice-president, and in such case he shall designate one of the members to take the minutes of the meetings.
D. All outgoing officers shall turn over all records and other pertinent information to the incoming secretary-treasurer. The above shall be maintained unless otherwise designated by the membership.
ARTICLE V: MEETINGS
1) Regular meetings of the club shall be held at such time as the members may specify.
2) For a regular meeting in which official business is to be conducted at least 20% of the members, including one officer, must be present.
3) Except as otherwise provided by these bylaws, all business shall be decided by a majority vote of the members present.
4) A member, with the consent of at least two officers, may call a special meeting. An attempt shall be made by the officers to notify all members of a special meeting.
ARTICLE VI: COMMITTEES
The president, or in his absence, the presiding officer, may appoint such committees as he may deem necessary for the efficient conduct of club business. Each committee shall consist of at least three members. Committees shall elect one of their members as chairman. The chairman may call such meetings of the committee as are deemed necessary, and shall report the progress of the committee as called for during the regular meetings. All committee members shall be appointed for one year, or until their successors have been appointed, or until the work of the committee is completed. All committees, where applicable, will be reviewed on an annual basis.
ARTICLE VII: CONDUCT OF MEMBERS
Each member shall agree to abide by the provisions set forth in these bylaws. In addition, each member shall at all times abide by the rules and regulations of the AMA and the Green Bay Model Airplane Club, Inc., shall have a proper respect for the adjoining property in the use of flying fields, shall respect the equipment of other members, and shall conduct himself in such a manner as to be a credit to the club. It shall be agreed upon that members will not hold the Green Bay Model Airplane Club, Inc., liable for personal injuries, or damage to their equipment.
ARTICLE VIII: TERMINATION, DISCIPLINARY ACTION, EXPULSION AND REINSTATEMENT OF MEMBERSHIP
(1) If any member ceases to have the qualifications necessary for membership in the AMA, their membership in the Club shall thereby terminate, subject to reinstatement upon restoration of eligibility.
(2) This section does not provide for enforcement of the Safety Provisions of the FIELD AND FLIGHT RULES. Any other unacceptable behavior by an individual member or members, as defined by the Elected Officers, becomes the responsibility of the Elected Officers. Any individual may be expelled from membership from the Club by a two-thirds (2/3) majority vote of the Elected Officers if, in the Elected Officers determination, such individual willfully commits any act or omission which is a violation of any of the terms of these Bylaws, or rules of the AMA, or which is detrimental to the Club, the AMA, or to model aviation.
(3) Any member who is expelled from membership by the Elected Officers may be reinstated to membership only by a two-thirds (2/3) majority vote of the Elected Officers.
(4) The Elected Officers shall have the discretionary authority to provide for and to impose disciplinary action, by a two-thirds (2/3) majority vote of the Elected Officers, for such acts or omissions, which do not justify expulsion from membership.
ARTICLE IX: GRIEVANCE PROCEDURE FOR SAFETY PROVISIONS OF THE FIELD AND FLIGHT
RULES
PURPOSE
The grievance procedure provides a mechanism to enforce existing safety rules
by providing a progressive disciplinary system when needed. Although most complaints
can be resolved informally, if a complaint is serious or cannot be resolved
informally, the matter should be referred to the Field and Flight Rules Committee
for its consideration by means of a Grievance Form to be filled out and turned
into the Field and Flight Rules Committee Chairman. At least one (1) witness
is required to sign the Grievance Form.
FIELD AND FLIGHT RULES COMMITTEE
The Field and Flight Rules Committee shall use its judgment in carrying out
action on the following:
(A) A Grievance Form will be filled out and turned into the Field and Flight Rules Committee Chairman. At least one (1) witness signature is required. The Field and Flight Rules Committee will convene a meeting at its earliest convenience to address the grievance. The complainants name will be disclosed. The viewpoints of both complainants and accused will be considered. If the Field and Flight Rules Committee, by a two-thirds (2/3) majority vote, determines that the grievance is valid, they will use the following guidelines.
(B) FIRST VIOLATION
A verbal reprimand will be given to the accused by the Field and Flight Rules
Committee, and this will be recorded in the Field and Flight Rules Committee
files.
(C) SECOND VIOLATION
The flying privileges of the accused will be suspended for thirty (30) days.
Written notice of this shall be issued to the accused and a copy published in
the Club newsletter.
(D) THIRD VIOLATION
The Field and Flight Rules Committee will notify the accused in writing, and
the Club members via the Club newsletter, that the Club will vote on the expulsion
of the accused at the next meeting. The expulsion, if passed, will last for
one (1) year from the date of the vote. A member may be expelled from the Club
only upon a two-thirds (2/3) majority vote of the membership present at the
meeting. Voting will be by secret ballot at a regular monthly meeting. The expelled
member may reapply for membership after the expiration of the expulsion time
period.
(E) The three (3) actions will not be enforced unless they are accumulated within a two-year period of time.
(F) Any member receiving a Grievance, who directs any retaliation action against the person filing said Grievance, will be subject to immediate expulsion from the Club. This is to include threats, intimidation, physical harm, intentional equipment damage, or any other action deemed to be retaliatory by the Elected Officers, subject to the provisions in Article VIII of these Bylaws.
ARTICLE X: AUTHORITY
Rules of parliamentary procedure such as outlined in Robert’s Rules of Order shall serve as a guide in conducting the meetings of the members and the committees of the club in all cases in which they are applicable, and in which they are consistent with these bylaws.
ARTICLE XI: AMENDMENTS
All members shall be notified in writing prior to a meeting in which amendments to the bylaws are to be taken up. These bylaws may be amended by a two-thirds vote of the members present.
